Ukrainian delegation travelled to Florida on 30 November 2025 to meet high-level U.S. officials in an attempt to revive negotiations aimed at ending the war with Russia. The talks involved Secretary of State Marco Rubio and Special Envoy Steve Witkoff a key representative under the administration of Donald Trump alongside other Ukrainian leaders including their foreign minister and security-council head.
The meeting comes after Ukraine submitted a revised counter-proposal to Washington’s earlier 28-point plan, which drew widespread criticism for reportedly favouring Russian interests. Florida The original draft had proposed Ukraine cede control of the eastern Donbas region, limit its military size, and give up its NATO aspirations provisions Kyiv found unacceptable.
Under pressure from recent battlefield losses and internal political turmoil including the resignation of their chief negotiator amid corruption allegations Kyiv appears willing to engage seriously in negotiations. The delegation now includes the foreign minister, security-council head, and military leadership to reflect a more authoritative negotiating team.
